SP1192 : What's with the Bins!

taken 3 years ago, near to Erdington, Birmingham, Great Britain

What's with the Bins!
What's with the Bins!
There appear to be phantoms around the Chester Road / Orphanage Road junction that have taken the phrase 'taking out the trash' to extreme lengths - they are TAKING the trash/bin themselves! Happening regularly, no wonder the council is delaying replacement. See SP1292 : Bin waiting for a bus? for another example.
